Towards a stricter framework for Airbnb rentals?
A social bomb! Economist Robin Rivaton warned more than a year ago, in the columns of Figaro . The housing is a pressure cooker that can explode. Aware of the risk, the Minister of Housing Olivier Klein has taken up this formula. Discontent is rising, especially in the Basque Country and in Brittany. In question? The influx of rental accommodation on Airbnb. And by extension, the shortage of goods for local inhabitants, often forced to move away from the sky in the face of soaring real estate prices. A situation that has reason to worry elected officials. And all the more so as a growing number of individuals are thinking of renting their apartments on these platforms, during the Olympic Games, the deadline for which is approaching (from July 26 to August 11, 2024).
Several parliamentarians from all sides have decided to bang their fists on the table to frame tourist rentals more harshly. Deputies Julien Bayou (EELV, Paris), Iñaki Echaniz (PS, Pyrénées-Atlantiques), Christophe Plassard (Horizons, Charente-Maritime) and Senator Max Brisson (LR, Pyrénées-Atlantiques) propose to reduce from 120 to 90 the number maximum number of days per year during which it is possible to rent a principal residence. The 4 elected officials want this measure to be applied to second homes for which no limit is currently imposed. On the other hand, if you live in a city of more than 200,000 inhabitants or in certain municipalities in Île-de-France (Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne), you request authorization from the town hall.
Airbnb: the ban on thermal colanders drags
On the taxation side, MEPs want the advantage of short-term rentals over long-term ones be deleted. In the first case, an owner can, in fact, benefit from a reduction of 50% on his rental income for income that can climb up to 72,600 euros per year. Where, in the second case, the maximum threshold is set at “only” 15,000 euros and the tax allowance is 30%. A proposal that goes in the direction of what the government wants to put in place. “I am in favor of the taxation of rental income not favoring seasonal rentals to the detriment of those as a main residence“says the Figaro Olivier Klein, Minister of Housing.
The promoters of this initiative also invite local elected officials to join the platform “encadronsairbnb.frwhere they will find the various proposals and sign the call to be heard. Finally, the authors of this transpartisan initiative demand that short-term rentals are prohibited if the accommodation is energy-intensive (classified F and G on the Energy Performance Diagnosis). Again, this measure is envisaged by the government in October 2022 but has still not seen the light of day. “Our target is 2025, when all G-rated accommodation will be affected by the rental ban.entrust to Figaro the minister’s entourage. Currently, the quota is too small (140,000 housing units)”. This ignition delay worries real estate professionals who fear that long-term housing prohibited for rental will switch to short-term. “The DPE matters little for tourists who do not rent for energy comfort“, underlines a real estate observer.
