SPL Séquano Grand Paris signs its first development concession agreement

Created last year, the SPL Séquano Grand Paris, which brings together twelve local authorities*, is continuing to develop. Its board of directors unanimously authorized its managing director, Pascal Popelin, to sign the company’s first development concession agreement. This is a development project for the town center of Blanc-Mesnil, entrusted by the EPT Paris Terres d’Envol, which aims to “revitalize the heart of the town. »
In detail, the concession agreement – for a period of 12 years and whose provisional financial balance is estimated at €71.9 million excluding tax – provides for the construction of approximately 29,000 m² of floor space for housing in accession. But also about 4,000 m² of shops, a market hall of nearly 1,000 m², the redevelopment of the Henri-Barbusse and Pierre-et-Marie-Curie routes, the redevelopment of Place Henri Duquenne and the creation of a square urban forest type.
This concession agreement “incorporates the transfer of 50% of the floor area of housing to be built to Séquano residential, a subsidiary of Sem Séquano, guaranteeing the grantor and the city of Blanc-Mesnil respect for the architectural and environmental ambitions of the buildings. “, details the SPL Séquano Grand Paris. “For each of the blocks concerned, Séquano residential will join forces with partners, within the framework of co-promotions. »
Finally, the agreement also provides for the acquisition of the ground floors for economic purposes to be developed in the operation by Séquano Patrimoine, the other subsidiary of Sem Séquano. The intervention of this company aims to ensure the development of a “quality retail offer” and “virtuous management of commercial premises over time. »
“The city is impatient to see this project start, eagerly awaited by the population”, indicates Senator (LR) Thierry Meignen, representative of the city of Blanc-Mesnil within the bodies of the SPL Séquano Grand Paris.
